A first-of-its-kind agreement will provide free access and 50% off usage for federal, state, local, and tribal governments, alongside expanded support and access for public-sector cyber defenders.
America’s public servants, including those on the front lines of cyber defense, should have access to the best AI tools available. Today, OpenAI for Government and the U.S. General Services Administration (GSA) are announcing a new multi-year agreement that builds on last year’s federal offer. This first-of-its-kind agreement will provide $0 access—normally $15 per user per month—for the license fee and 50% off usage, alongside expanded support for public-sector cyber defenders.
OpenAI is also extending the same offer to all state, local and tribal governments.
Helping government work better—making services faster, easier, safer, and more reliable—is a key way to bring the benefits of AI to everyone. Public servants should help shape how AI is used in government, and that starts by giving them access to best-in-class tools, including GPT‑6 Astra, with strong safeguards, cost predictability and respect for their public mission.
More than one million government employees already have access to ChatGPT through our existing agreements, and this expanded partnership extends eligibility across a U.S. public-sector workforce of approximately 23 million people.
